In order to obtain the necessary application forms and information about the application deadlines, you will have to contact each university or university college. In general, the application deadline for foreign students is between December 1 to March 15 for courses starting the following autumn (August). Please note that some institutions have separate
“pre-qualification” deadlines that are earlier than this.
Below you will find the general requirements of previous education. These are minimum requirements determined by NOKUT – the Norwegian Agency for Quality Assurance in Education. Please note that institutions may have higher and/or additional requirements for all or some programmes.
Academic requirements
A compilation of country-specific information called the GSU-list (formerly SIS list) states what level of education applicants from different countries need to meet for entry into Norwegian higher education, including any requirements concerning proficiency in English. For courses where the language of instruction is Norwegian, proficiency in the Norwegian language is also required.
Undergraduate studies
Completion of secondary education at an advanced level, equivalent to passing the exam at the end of Norwegian secondary school, is the general basic requirement for entry to Norwegian universities and university colleges. For students from some countries at least one year of completed studies at the university level is required in addition.

Some study programmes have special admission requirements, usually relating to specialist subjects or fields of study from secondary school. Please check with the institution for information about these special qualifications.
Masters programmes
Admission requirements are decided by each university and university college based on an academic evaluation of the applicants.
Applicants for Masters programmes have normally obtained an undergraduate/Bachelor’s degree or the equivalent of at least 3 years’ duration. The degree must include courses equal to at least 1 1/2 years of full-time studies in a subject relevant to that of the programme applied for.
In special cases, the first (and sometimes the second) year of study at a foreign higher education institution will not be recognized as higher education in Norway.
Admission requirements
Students have to meet the general entry requirements (with the exception of Norwegian) The students’ home institutions are responsible for ensuring that the students have sufficient qualifications for studying in Norway.
Applicants without Norwegian residence permit will not be granted a residency visa for study purposes in Norway on the basis of attendance at a language course only. The language class is solely intended to prepare students for professional degree programmes at a Norwegian university or university college. As part of your visa application to the Immigration Department, you will be required to show that you have been accepted to a professional degree program at Hedmark University College or other institutions in Norway.
To be admitted to the “Norwegian Language and Culture for Foreign Students”, students must meet the basic admission requirements for colleges and universities in Norway.

English language requirement:
All non-native English speakers must provide official documentation of English language proficiency at the level of Norwegian upper secondary school/high school. English must have been the primary foreign language in at least seven years in primary, secondary and upper secondary school, alternatively an A-level exam in English. Applicants who do not fill these requirements, or are not sure that they do (see GSU-list at must take one of the following tests:
TOEFL with a score of 500 (written) 170 (computer-based) 60 (internet based)
IELTS with a score of 5.0
No exceptions are made to this requirement.
Scores lower than/500/170/60 (TOEFL) or
5.0 (IELTS) will not be accepted.
Immigration Requirement to Enter Norway
The Norwegian Directorate of Immigration (UDI) is the public agency responsible for processing all applications for a student residence permit in Norway. The student intending to study in any educational institutions of Norway for longer than 3 months period must have a residence permit. But this doesn’t apply to students from Nordic countries. The requirement of visa and residence permit for students depends upon their nationality.
Please beware that you will be asked to document that you have funds enough to cover subsistence at NOK 116 369 for the academic year 2018-2019. If you have been admitted to an institution that charges tuition fees you will also have to document that you are able to cover this extra cost. As a general rule, the Norwegian Directorate of Immigration requires the money to be deposited in a Norwegian bank account.
International Students from Non-Nordic and Non-EU/EEA Countries
For International Students from Non-Nordic and Non-EU/EEA Countries, before applying for visa and residence permit, the student must have been admitted to full time accredited university studies in Norway. Generally, length undergraduate and postgraduate courses are more than 3 months, it is, therefore, essential to apply and obtain a residence permit before entering Norway. The student must submit their application to a Norwegian Foreign Mission in their own country in person. Applications sent by mail or email will not be processed. In some cases, the applicant may expect to be called in for an interview. For certain courses whose length is less than 3 month, then the student does not need a residence permit. However, students need a visa before entering Norway.
International students will be granted a residence permit for study purposes if they have been enrolled for full-time study at any recognized educational institutions in Norway. Besides, students need to present the proof that they could support their study and life during their stay in Norway. Also, students must show that they have made health insurance. The application fee to apply for the visa is NOK 1100 (about USD 180).
